        No effect though, Telegram still does work. Anyways, that's just a result of bad HR work: the governmental structure which controls Internet-related things is headed by a person, who does not know anything about networks at all.

        Let's remember to emphasise that it's not a uniquely Russian or Chinese problem. Telegram's founder complained not too long ago that there had been attempts to bribe/blackmail his staff for back doors.
