I think if you made it tougher for DOJ to get FISA warrants the success rate would go down for awhile as they adjusted practice then would go back up

The set of requirements are only guidelines. Ultimately, a judge decides. This is how warrants work.

Exactly. If you know the threshold you're probably going to try to hit that threshold every time. The success rate doesn't correlate to anything nefarious.

I think it hasn’t been released/leaked. I’m sure it has a lot in it besides the information from Steele, especially since he had been under investigation for so long and the warrant was renewed 3 times.
