        I don't think that word means what you think it means. It has a very narrow and specific meaning under U.S. law. Snowden broke laws, but he did not commit treason.

        Yeah he gave it to reporters. Actual reporters and told them to review and be very careful TO REPORT WHAT THEY THINK THE AMERICAN PEOPLE SHOULD KNOW. More than his discretion was just used.
