    If a Somali terrorist blew up a bomb in NYC using explosives supplied by the Syrian government, I don't think we'd ever talk about the attack without talking about Syria. Whether you like it or not, the US supplied the "explosives" for WannaCry. We need to own this. 1/n

        Cyber weapons are different. How often would you assassinate someone with a drone if doing so resulted in your opponent having a fleet of drones, satellite uplinks, a magazine of missiles, and dozens of base stations. Offensive cyber war gives your weapons to the enemy.
