      Isn't the point of consequences that it induces caution? Building single-use unattributable infra is expensive (raise costs = fewer attacks)

      Not when you follow the incentives to conclusion: Country A will go to extremes to trick Country B into bombing Country C. That's priceless.

          You reduce low-impact, trackable & attributable attacks, & but get a new class of confidently mis-attributed casus belli hacks. A disaster.

          Thats already doable today without the bombing. @Equifax hack might have been Russia mis-directing to China for e.g.

          Given how dangerous hacking already is, does adding Kinetic attacks to the response mix actually add any more danger to world peace?
