        Isn't the point of consequences that it induces caution? Building single-use unattributable infra is expensive (raise costs = fewer attacks)

        It isn't as if the U.S. has the best record for attributing misdeeds to the right country [remember killing 100s of thousands in Iraq because Saddam supposedly colluded with Al Qaeda; was anthaxing congress & the media; plus had WMD?]
