Years of being indoctrinated to obey without question while growing up in a pro-authority environment might have something to do with it.

That way when it comes down to dealing with an unruly employee or child, it's easier to shut them down and make them fall back in line.

Even if it's the right thing to or if someone believes it's the right thing to do, the fear of what might happen can and will stop anyone.

Keep the masses living in fear and you can control every single aspect, thought, and action of their lives and they will never fight back.
