for those who don't know how this works: only the overall council has any decision powers (executive orders, appointing mandates, ...

individual votes are private, each minister must defend the council's decisions, they are forbidden to utter their own stance on a topic.

My attention is on vol orgs. Y so many exist? Sector is in chaos, but it is also telling. Improvement lies in there. IMO working on it :)
