No. Snowden was a contractor. It's why he couldn't leak to Congress and have whistleblower protection.

How do you know he broke the rules for "moral" reasons? Comey seems pretty self-interested to me.

He did not LEAK when Lynch pushed him to protect Clinton he did it now because he was fired and disgruntled.

Exactly. He may have broken protocol or good practice but he didn't leak reams of classified material like someone at the top of this thread

I suspect Comey would've consulted with legal counsel before he gave his written recollections to his friend.
