        I stand corrected. The NSA tools appear to be code leaked by the shadow brokers. WikiLeaks leaked source code for CIA tools.

        The issue still stand. Snowden gave WikiLeaks source for CIA malware tools that WikiLeaks made available to hackers; just not these tools.
