the laundering without the feds tracking them will be low, their only option is to risk it or to keep it in bitcoin.

They can trade it for another coin that is more anonymous. Such as monero dash or zcash.

Monero does a better job of creating "mixers" between public keys with older network trans in obfuscating addresses.

It probably wasn't the same *tool* but it was the same Windows vulnerability.

The NSA could have responsibly disclosed it to Microsoft years ago, instead they held to it, it was leaked, and hackers are using it now.
