Now ISPs can keep doing what Google and Facebook are doing but wouldn't have been effected by this rule change. Your data is always for sale

You don't have to use Google or Facebook, but you must have an ISP. They should be regulated as utilities.

You also don't pay GOOGLE or FB you pay your ISP big money so they can sell your data, sounds like double dipping to me
