In a simplistic way yes. But the irony is that in the modern protest the phone allows communication and coordination which is a very important ally of protestors. Super coordinated police forces cant be out maneuvered by headless masses and use techniques to quell the protest

Protesters should leave their phones at home. Protest organizers should keep a stockpile of burner phones to hand out. Never take burners home or to meetings. They should be single-use items or at least stored in faraday cages before leaving the protest site.
