I also a tendency by certain people to say "no abuse" in the same panicked tone as Trump says "no collusion". And with the same amount of truthfulness.
It also gives opportunities for new legislation - or just new administrative practices -to be written to take advantage of the exact wording, forcing litigants to have another go while govt agencies carry on as before for several more years. @ukhomeoffice does this all the time.
