Would soft nerfing Raza by making him change the hero power you have at the time you play him to 0 only? For example, if you play Raza on 5, you can heal for 0 mana, but when you play Anduin, your HP is 2 mana again. This forces you to hold Raza until you can play Anduin.
Yeah I always said they should make it read "your current hero power costs 0" for just that reason :) but idk I don't think priest is that much of a threat. Maybe it's just my choice in favourite decks (kb and msly druid) but I love to see them on ladder - the more the better!
