Yup, as someone who frequently queues into rank 3/4 non-legend in top 10 legend wild: If it's taking a while to queue, just cancel it and start again. Shorter queue times - better opponent.
But in wild, that's mostly due to a relatively low amount of players queueing, right? Seems like it's a different issue here, cause there's no shortage of legend players, and based on the data @noblord_hs has been compiling, it looks as if queue time hasn't had an effect.
That may well be why it's an issue in wild normally, but from what I've seen in standard (as I like to get legend in both) is that you're more likely to get better matches the shorter the queue time there as well. It certainly can't hurt to re-queue if it goes over 30s imo.
