He may have implied that, yes. I'm not really a huge crowder fan either, his voice irks me and, sometimes he tries too hard to be funny. But technically he shouldn't be in any sort of trouble for the shirts. Since the "slur" term is not the primary meaning.

Just because something isn't the primary meaning doesn't mean it's not the meaning, especially in context. Also, in popular culture, it IS the primary meaning, and that's what people understand it to be.
