They don't though. They choose to, to avoid legal issues on their end. But they should blacklist obvious abuse like this, and take a stand and take the fight on the few occasions a conflict happens.

Read what I said... They can easily filter out suspicious mass claims and manually handle each one. If the claimant persists (they don't), then you can make a case out of it for the claimed videos.

No, he said MASS submissions. IE: Automated, huge amounts. It didn't get ignored. My concern with the suggestion is that there is DMCA requirements that YouTube needs to comply with that his argument misses.
