You can, on a per-channel basis. Head to the relevant channel, then select "Channel Details" from the top-right, then More > Change notifications. You should then see a checkbox for channel/here mentions.

I still get badges as if my name was mentioned even if I have the channel muted, and if I go into More > Change notifications, it just says I have the channel muted?

We're very sorry to hear that, Ricky. Are you seeing this behaviour on your desktop app, and also when using Slack in a browser or mobile app? It would be great to know if the behaviour is different. Also, are these mentions put directly into the channel, or are they in threads?
