The only "forced" alert that my mobile carrier/state seems to do are Amber Alerts for missing children. The alert msg will appear and the alert sound kicks on...any time of day/night. Even if I have the phone muted...Doesn't matter, my phone will still automatically vibrate/beep.

Yeah! This one is just like that! It also has a little Robo voice that goes off that is guaranteed to creep my kids out

It should include a 'configuration' option that provides you the opportunity to change the "voice". The alerts would take on new meaning if Morgan Friedman, Sean Connery, or Tickle Me Elmo was announcing the dire emergency.
