I tried giving these mini-game, non-Warcraft, Mission things a chance. I successfully sent a dwarf champion out & back on its first mission.
Second mission I was offered was for 3 Champions. I only have 1. Looks like a barrier to advancement to me...

At the other end of the boat, there's warfronts. The two are closely related. Should be a quest there for you. I'm not 100% sure, but maybe you need to level up some to unlock?
Maybe it's the level thing you suggested. I am only 114 so it might only allow for the one dwarf champion I have so far. Might be that I'll be given the option for doing the second mission quest (which requires 3 open champion spaces) only once I reach higher level/end game.

oh no...i have 2 or 3 and i'm 113...everything about them, as far as i can tell is on that boat (or starts/ends on the boat). Back to the warftont. Did you do that? I know i got at least one there
