I tried giving these mini-game, non-Warcraft, Mission things a chance. I successfully sent a dwarf champion out & back on its first mission.
Second mission I was offered was for 3 Champions. I only have 1. Looks like a barrier to advancement to me...

After that is a quest to recruit generic soldiers which act as fillers to go with the champions. I normally only send 1-2 champions and fill in with the recruits.
Thx! I suppose I have to go back and read those Mission/Recruit boxes again. It was not clear to me, with the instructions given, how/where to drag/drop anyone else but my one Champion over to the 3-open-space offered Mission window. It is all very unintuitive for first timers.

I agree, I believe it was better plotted out for explanation in Legion and they skipped it for BfA. Once you do the quest to recruit troops (you can have up to 4 to start) then it's nice to use the phone app to do a mission or two a day.

Yep, this is correct, you'll need to gather War Resources (from random treasure chests) to recruit additional (disposable) soldiers. You'll request them from dude standing next to the mission table.
