"Queen Azshara is the "Gul'dan" of BfA." Does this mean she's going to survive until 9.0 or does this mean she's just going to die in the 8.1 raid? Her dying in the same patch she's finally in the game as her true self is just such a disservice to her as a villain.

That's always what I've wanted for her. In my headcanon, we fight her in Nazjatar and she uses the power of the remnants of the original Well of Eternity to fight us and somehow that weakens the barrier of reality keeping the Void Lords out.
What I really want is a Halls of Reflection Dungeon or Raid of us fleeing from Azshara to demonstrate just how fearful her power really is. As of late the bosses who should be terrifying - for some reason are not. Kil'jaeden, Archimonde, etc, etc. They did Lich King right.
