No it's a mistake by them, it's clear she hates them. It's in game already. If it's not shown why she joins then it makes no sense
I don't see it that much of an issue. It was hinted at of her allegiance in Legion with the Horde Rogue getting her as a follower. I can see why people might be upset but she's also a notable Forsaken character and is being given a spotlight.

Rejecting the Forsaken, Lilian has undertaken a single-minded crusade against both the Scarlet Crusade and all evil necromancers. With no context her joining the horde still doesn't make sense. Hopefully it gets fleshed out

I hope it gets fleshed out too. Granted I can still see why they're doing it but I wish they told it not skipped over it.
