Oh suspicious certainly. But I think he just wants to talk not, "Eyy i'm gonna go ahead and join your Alliance!" Varok always spoke to me as someone who'd change the Horde inside the Horde, not outside. He's the longest living loyal Orc in the Horde doubt he'd betray it.
