That always came off to me as panic that it was over, because he knew what was waiting for him, or at least had an idea. The Lich King was the only thing keeping him out of Hell.
It was Arthas who was also holding back the Scourge and it was Uther who acknowledged that. So there definitely was a lingering of good in Arthas (holding Jaina's locket, etc). But he was definitely mostly gone.

Well yeah, but to me, that always seemed to me like he was trying to convince himself "I'm not TOTALLY evil," but only for his own sake more than others. Whether he kills everyone at once, or slowly kills them with plague and fleshcrafting, he still waged war on all life.
