Baine might've been the only one he wasn't able to corrupt because when he arrives in Torghast the hero almost immediately rescues him from it. Unless him escaping his captors was an act of itself planned by the Jailer.
I do think thought this might be too clever of Blizzard to write though. Just seems like to me that Anduin was the only one he managed to corrupt. And since Anduin did this to the Archon the other Leaders will likely be on high alert around the mortals.
