I think it is lazy. Her and N'Zoth could have been two expansions worth, but they just used her as a weird filler villain and made N'Zoth's story a joke. I call it lazy writing, especially given the potential they had for two expansions.
The handling of N'zoth obviously could've done better but I like that they didn't kill Azshara off in the same patch and expansion she was introduced in. I wish N'zoth had a similar thing where he too escaped. But at least we've got Azshara for later.

Yes! In the Nya'lotha Raid we free her and she gives you Xal'atath or specifically she gives it to Wrathion. Then she poofs off into a portal. She says something about claiming a vacant throne before she leaves.
