Will Garrosh redeem himself? Not even I know but according to most Venthyr there it takes a while for them to redeem themselves usually. So if Thrall ever pops a visit to Garrosh it's not gonna redeem him immediately at most we'll get a moment of Garrosh taking the right path.

And before people jump the gun and say, "Garrosh, Arthas and Sylvanas all committed horrible things!" They did. But the point of Revendreth is to make them realize that, repent, and become better people for the Shadowlands. If they don't they get yeeted to the Maw.

And for as much as I don't like Sylvanas very much it is extremely suspicious that she didn't get sent to Revendreth at all in Edge of Night. Prior to the events of Cataclysm Sylvanas really wasn't -super- evil. I mean there are "World Killers" in Revendreth.

tbh i think that every "bad guy" is sent to revendreth and then after centuries spent there, if they continue thinking they did the right thing then they're sent to the maw. i think that's the thing.

I think some villains like Gul'dan and Lei-Shen get "scanned" by the Arbiter if there is any inklings of regret or chance of change. And if there isn't she sends them to the Maw. Revendreth is definitely for the bad or at the very least the types that can still be saved.

Arthas if judged would have had a fair chance to end in Revendreth, after all his spiral to the great atrocities he commited started with a hard but well intentioned decision, the rest had him under influence and maybe his will was not entirely his own.

With Arthas the argument can be made that he lacked the ability to not commit the atrocities he did after Frostmourne. The Lich King's control and the lack of a soul and moral compass allowed him to do it all and not feel any regret. Before Frostmourne though is another story

Arthas and Garrosh would be good for being Redeemed. Sylvanas on the other hand..... Not so much.

To me it all depends on what she does next and if the Jailer hijacked her rightful spot in Revendreth. If she continues to be a bad egg then to the Maw she goes! But if she helps out Anduin and dies then I'd say send her off to Revendreth to repent for her crimes.
