Garrosh did a LOT of bad, but Lei Shen enslaved a whole nation because they were "lesser races," and promptly sent them to build the Serpent's Wall because they were expendable and could die to the Mantid in mass. Lei-Shen is like a more successful Garrosh Hellscream who also had no good deeds under his belt. At least with Garrosh he had -SOME- good deeds before he went mad with power.
