Dazar'alor was absolutely the best raid of the expac, it did something very unique with the dual perspective and was just so well designed. Also the usage of Zandalari and Kul Tiran culture literally conflicting in a raid with elements of Horde/Alliance was perfect.
I was honestly surprised that they dropped the Alliance and Horde storyline basically after this patch. To me this added to it and made me want more. Complete side not but this is where Rexxar should've confronted Jaina not Nathaniel.

Personally I think they could've maybe ditched the Mage-Duo boss and actually have the penultimate battle be focussed on the Zandalari pursuit of the Kul Tiran fleet, a literal naval batle as a raid boss, with the final boss being Jaina on the glacier.

Said Jaina on the glacier boss could've involed Rexxar as you said, instead of Nathanos. Would've actually been kinda cool and have more opportunity for dialogue between 'em. Though I think it still worked out quite nicely.
