I feel the question over it comes from a confluence of different events. The three most recent visually depicted mak'gora's Garrosh vs Thrall, Durotan vs Gul'dan (not canon but important for illustrative purposes), and Saurfang vs Sylvanas all seem to treat, intentionally or not

using magic as a bad thing. The characters don't use any spells until the very end and it's always bad. Thrall only uses the elements at the end, and the next time we see him he says he can't use the elements since the battle. (cont)

In the movie Gul'dan only starts using magic once he wants the duel over with and that leads to people saying "Gul'dan cheats!" (again not canon, but used an example of a trend, especially since it came out around the same time we learned Thrall lost his powers after the mak'gora

Mezten was in movie and the expert on set for the Lore. So have to give the Movie Credit in that regard.

The movie itself cut a lot of Lore corners so that it could be a movie in the first place. And the movie is also non-canon too.

Jokes aside in the Shattering Book they outline rules as well (Christie Golden) and it states 1 weapon a person that can be blessed by a shaman but nothing else.
