Well, those are the rules specifically for Cairne and Garrosh's match. This is where everyone got confused. The rules they set in that match are specifically for them and them alone. As several other Mak'goras do not have the same rules that they do.
It has always been one weapon a person, no magic, no armor and to the death canonically. It was mainly used when an Orc wanted to challenge their Chieftan to lead. It's when other races and time passed that rules started to blur because of other "classes".
No longer really the case given Saurfang and Sylvanas' match didn't have that at all. And the very first match between Thrall and Garrosh during the Wrath event also contained magic. So it's not been the case always.
