It's better to be him as Darkspear loa only because Zandalar and Darkspear are not friendly still. As a zandalari paladin, I do not think it's logical and fair to pray the shadow hunter, who never gives a shit about your empire and play against.

I finish it a few times, but don't feel like they are friendly enough to make Voljin as zandalari loa. Remember how he enjoying to kill zandalari in the book. It's not the hero that deserves to be a god for them. Sorry if my words looking angry, it's not at all :>
That was also during Rastakhan and Zul's rulership of the Zandalari. Queen Talanji is now in charge of them, and while some Zandalari could hold a grudge the vast majority are likely past that now. Plus Talanji herself is a fangirl of Vol'jin herself.
