Yeap, and they just copy pasted the whole VO from that expansion to the current one. They not even considered to actually rerecord or make something new. I do not know, if lorewise Bolvar were the "king" ambassador, or whatever whats the word for it, I rather would not follow him
Far as when I heard it sounded different. He's just the Highlord right now and quite frankly he's been a decent leader thus far just like he was in the past. So he's got my vote and that's what counts.

I remember there was a quest in the WOTLK, where that time Arthas tormented Bolvar. And that is where they took the VO there. When I rehard the same sentences, there is no doubt the VO is the exact same. There is no way someone be able to do the same voice and with the same rythm

It wasn't 100% the same though it could've been because they removed the echo effect. And even if they did re-use it, who cares? Plenty of other games and other media have done that to save time and resources.
