I can't exactly judge Shadowlands properly yet given we're in 9.0 but if I had to rank it compared to other expacs, I'd place it behind Legion.
Currently, this is where it's at for me: MoP WotLK BfA Legion Cataclysm Shadowlands WoD TBC Classic I definitely think it'll get higher as the expansion goes on but there just isn't enough quite yet for me to rate it any higher.

WotLK Legion MoP Cataclysm TbC Classic WoD BfA BfA was so bad I quit for two years and still don't enjoy playing WoW. WoD made me quit for about six months.
