Furthermore it makes way more sense that she'd be of the Chosen to begin with, since Orcs are stereotypically more warriors and combat-based than spy based. It really makes no sense and seems complicated for no reason, like a developer thought it'd be deep or cool.

Right, but I wonder if maybe she was planned to die in BfA or something, but then someone realized "Oh wait, that would send her to the Maw". It would kind of explain why Garona has a prominently unimportant role in BfA if she was originally intended to do more.
I'm thinking they were intending to go with Draka from the start since they really want to go the route of characters who'd affect living character lives the most. As Garona realistically doesn't have anyone to connect with outside of Medivh and the forbidden someone.
