Furthermore it makes way more sense that she'd be of the Chosen to begin with, since Orcs are stereotypically more warriors and combat-based than spy based. It really makes no sense and seems complicated for no reason, like a developer thought it'd be deep or cool.
I think the reason why she acts in charge is because Krexus is the one who left her in charge. Vash'j is the most notable one to not exactly "respect" Draka as she holds resentment for not avenging Akarak. Mograine I guess respects Draka due to his connection with Krexus.

The Seat of the Primus is not controlled by a House, though. It's not the House of the Chosen's domain, it's a neutral ground. It just feels like totally unearned deference to this character that hopped from one house to another, didn't earn her place, and then is the leader.

Really we only have these three Barons left while the others are the enemies or are dead. I agree it should be a system where they're all equal but follow the advice from one another. Or if they did want Draka as the leader has the Primus or Krexus in their will or something.
