Furthermore it makes way more sense that she'd be of the Chosen to begin with, since Orcs are stereotypically more warriors and combat-based than spy based. It really makes no sense and seems complicated for no reason, like a developer thought it'd be deep or cool.
The only reason why I think they made her Chosen + House of Eyes is so she could be an ideal leader and strategist for the entire Covenant. But that's odd as she easily could've been that from the start in the House of the Chosen. Definitely weird.

It doesn't really come up though except that she acts like she has authority over Vashj and Mograine, which she doesn't. And I don't know why the story acts like she does after it goes out of its way to establish this hierarchy where all 3 are the same rank.

I think the reason why she acts in charge is because Krexus is the one who left her in charge. Vash'j is the most notable one to not exactly "respect" Draka as she holds resentment for not avenging Akarak. Mograine I guess respects Draka due to his connection with Krexus.
