Although Zandalar is a pretty nice area, not sure it really fits for roleplaying, at least during SL storyline. Shadowlands can provide good rp spots, but you may need to bring your own additional tones to make it working well. But I hope you to reach your goal anyway!

Not every and all RPers have to fit the current storyline of an expansion. It's certainly fun and can be interesting at times but sometimes it's better to craft your own story. Plus its eluded by Rokhan that Zandalar is also affected by Sylvanas' actions.

Of course! And that's the great thing about roleplaying: a fair part of freedom! I used to consider the developers as the dungeon master. But every point of view is good. And both SL-dependent or SL-free rp in Zandalar could be indeed nice and quite interesting.
