You might want to take a look at what the Kyrian specifically are actually doing. The Forsworn aren't just generic bad guys, they have a bit of a point. Also the Eternal Ones being not so great doesn't mean the Jailer isn't bad.

Well the Archon does keep an entire race of slaves, comes across as very narrow-minded and stubborn and in general the Kyrian are pretty problematic.

Archon at the very end of Devos realizes that the importance of mortal memories and begins to reconsider how things are operated Bastion. They shows to me that the Archon is learning and deeply cares about her people.
