That's actually not true. Gharmal is seen again when you invade the House of Constructs together with the Secutor. But that's the last you see of them.

What is he just standing there? I dont remember seeing him at all.

Gharmal basically orders for the death of Secutor Mevix and you the hero. Mevix tells you to play dead among the corpses. You then get brought into the House of Contructs, free Mevix, and etc. It's very brief but you do see them.
