You know what I am curious of? We see Uther being in Bastion, which makes a lot of sense, since he was a devote Paladin in his life. However: Where is Tirion Fordring? We know his soul was a light which went from his body, so... where is he? AND WHERE IS VARIAN?!

I don't think that is how that works. Yes they die by the Legion and their magics but plenty of other worlds and races were killed like that too and still ended up in the Shadowlands. So I don't think Varian and Tirion aren't in the Shadowlands they're definitely there.
Broxigar is a far more complicated manner. He wasn't just killed by a Felguard or Gul'daniel but by Sargeras himself. A Titan killing you themselves is the only thing I could see keeping someone from the Shadowlands but they could surprise us.

Are they? I was sure if your soul is infused with fel, a mortal soul would be turned a demon soul. Like, as most races in the legion are civilizations turned by Sargeras into demons. The blue bear in Arden is the only one I remember legion-killed My headcannon was interesting :(
