And yes, Saurfang blames himself for Teldrassil getting burned and some of it is his fault. But he did try to stop it and the plans were never to actually burn it down with people inside. The fact Varok makes it his quest to redeem himself and the Horde is enough honestly.
He didn’t refuse. Elune literally pacified him and stopped him from doing it.

My favorite moment for Saurfang was the massive "OH Shit" on Sylvanas's face when he split Anduins sword. If she didnt have magical jailer fog powers she would have gotten rekt.

Sometimes it feels like people consider himself the main culprit when it was sylvanas that orchestrated the whole thing. Saurfang simply provided a battle plan.
Besides, her plan to kill the Night Elves hope was bogus from the start, and I think she knew it. If killing cenarius didn't demoralize the NE in warcraft 3, one of their god, there's no way killing malfurion would've worked.
And Sylvanas was testing him & his loyalty. That is why she didn't "take the kill".
His loyalty was always to the Horde and never its Warchief. That was clear from the get-go. And apparently, he didn't get the choice in the matter according to the Novellas. Personally, I prefered it when it was Varok's decision not to kill Malfurion.
It would have happened anyways because Night Elves track record, going off the full lore and not just the current writers, wouldn't be broken by malfurion being killed. Granted, Teldrassil also wouldn't crush their spirits entirely. Nelves are strong willed, that was thr fucking
