I think that the Vulpera would eventually have to be informed on what has transpired in the past years with the Horde. Kiro is after all on the Council too.

I think it's less about the Vulpera being blamed and moreso about the Horde they're apart of being blamed. After all the Allied Races took no part in Teldrassil but are still blamed for it because they're in that faction. Is it wrong? Yes. Does it make sense? Kinda.
