Normally I would agree with you only because Vol'jin didn't get to to do much as Warchief. Which it in itself is just terrible. But now I have to take into account all of Sylvanas' failures and compare them to Vol'jin's. And boy howdy did Sylvanas fail pretty bad as Warchief.

A Warchief isn't to be just judged for what they achieved but also what they failed to do. And quite honestly I can't really think of many successes for Sylvanas in her time during both Legion and BfA.

At the very least, she expanded the Horde with the allied races while Vol'jin, uhm, funded our garrison maybe?

Allied Races are really the only good thing she did I think. However, she also left that to her other leaders to handle as well and didn't handle that herself. I'll give her points for that I suppose but still.
