I wouldn't say they're on his level though. Mueh'zala was a dungeon boss, and we've already beaten Helya once. (although she's probably a lot stronger in Shadowlands) but Denathrius, during the drought at least, -should- be the most powerful of the four Eternals
I think the strongest out of the four Eternals is actually the Primus considering his feats of strength. Denathrius himself strikes me as powerful, certainly but not the most powerful.

Yea Primus would be, but he's currently a bit tied up some place else. Probably forging legendaries or something.

I get the impression the Arbiter herself is probably the most powerful of the lot, and that is why they needed to actually disable her and why the Shadowlands seems to hinge on her protection.
