Did some research and at age 70 they're an adult. So I guess he'd be more of a teenager then at this time?

They had a great opportunity to make Rotta the unnamed "young Hutt" that Cobb Vanth and Co. were raising to fill Jabba's power vacuum, and I could see them coming back to that.
