When did Gazlowe even join the Bilgewater Cartel? He was part of Steamwheedle before Thrall just... put him in charge. Like are the other Bilgewater goblins even cool with that? Do they even like Gazlowe?
When Thrall asks if Gazlowe can do it. Gazlowe says goblins really don't care so long as profit is coming in. It's not like clans or tribes a cartel is different. And Gazlowe (as shown in Mechagon) is extremely willing to put down some serious gold to those who work for him.
