I think that's just how she understood it. At this point we know that demon is not a race and more of a modifier, and almost all demonic races started up as mortals, so while Maiev thought Illidan's case was unique, it was actually normal.
I wouldn't call it "normal" either. Regardless Illidan isn't a full demon either as he still has his ties to his mortal body. As it stands right now he might go to the Twisting Nether when he dies but what happens if he dies in the Twisting Nether? It's a good question.

Yeah I don’t know, it’s interesting. I just know that he specifically says something along the lines of “you have a demon soul as I do” when you die in the DH opening. So presumably, if his soul is demonic enough to behave like one, then perhaps the nether rules apply?

I generally thought Illidan was fel'd the same way most people do? Maybe he is a unique kind of demon but a demon nonetheless
